This article analyzes the 2017 budgets proposal to slash university education funding by up to $2.8b, the fact that the sector has undergone prior cuts amounting to $3.9b since 2011 notwithstanding. Among the proposed reforms include proposals to have students pursuing four year Bachelors degree programs to pay between $2000 and $3600 more for their education, early repayment of education loans upon commencement of earning, imposition of efficiency dividend on teaching funding, among others. These reforms have strongly been opposed by various stakeholders for various reasons (Shaw, 2015). The Labor party was on the record stating that it was keen on blocking the proposed reforms and that they would study the Deloitte report that made the recommendations to establish the positive aspects of the reforms. Shadow Minister for Education, Tanya Plibersek was quoted acknowledging that Australian students are the highest contributors to their university education and further increases to this burden would be unfair. Graduate students, in addition to repaying their HECS debts, finance other numerous expenses as they strive to establish themselves early on in life. According to Bickers (2017), further opposition to the reforms comes from Australias top ranking universities whose view is that the reforms do not have a long-term vision for the education sector because they fail to ensure Australias education system produces highly skilled graduates to keep Australia afloat in the co mpetitive global economy. Analysis of the Article The proposed higher education reforms, as analyzed by various parties, possess some notable positive attributes but it is their negative impacts that worry a majority. On the positive side, the reforms have been applauded for their support for the Higher Education Participation and Partnership Program (HEPPP) to ensure access to university education and equity. Further, by being required to make 7.5% contribution to the Commonwealth Grant Scheme funding, the universities will be more accountable and, over time, this fund is proposed to be anchored on performance measures such as student outcomes, transparency and effective financial management which will collectively promote accountability and keep costs under control (Bickers, 2017). Notably, the education export industry is the third largest export industry in Australia. It is argued that by introducing cuts to university education funding, Australias standing as a study destination of choice will be hurt and result in decreased influx of international students. In support of this argument, Professor Saini argues that the cuts have an impact on both local and foreign students who are already burdened with steep fees (Trounson and Hare, 2017). Professor Saini further acknowledges the fact that Australias international education market is a leader in the global perspective due to its brand which makes it highly competitive. The instant characteristics of the education industry have increased the demand for Australian education which has in turn generated export income of up to $22b. Professor Saini argues that if the increased fees burdens become unbearable especially for international students, the flourishing international education industry will suffer great loses (Massaro, 2017). The professor further adds that he believes universities faced with cost burdens may be forced to reduce staff and take other measures likely to compromise the education standards in a bid to make ends meet. These will compromise the standard of education for which Australia is renowned and ultimately, it is the international education industry that will suffer the aftermath (Singh, 2017). However, the approval of the budget cut may lower the enrollment rate. Just like any other venture which requires investment to flourish, the funding cuts will adversely affect the quality of education on offer over time. This will in turn diminish the demand for Australias higher education especially by international students. In such an event, the education industry will no longer be a top earner for the economy. Recommendations Having been noted that the education export industry is of immense value to Australias economy, it then goes without saying that the Federal Government must take measures to preserve the industry by ensuring the demand for the education is not reduced but rather increased in folds. Part of the justification for the funding cuts as per the Minister for Education and Training, Simon Birmingham, is that the funding arrangements are not sustainable and therefore measures need to be introduced to ensure proper allocation of taxpayers monies. Notably, in the 2016-2017 budget, the government proposed the intended progressive corporate tax rate reductions which were assented to on May 2017. The argument is that if the governments objective is to find money in the budget, paramount consideration should not be to overburden students with more fees while reducing corporate tax rates. Another troubling aspect of the 2017 budget proposal is the requirement to have students pay interest on the HECS loans. This move and the fact that there will be increased fees is tantamount to transferring costs to students and it will undoubtedly be a disadvantage to the students, more so those from poor backgrounds. Instead of adopting this policy, the best approach would be for the government to allow students to begin making payments only after graduating and when they begin to earn income that is above the repayment threshold. Conclusion In sum, the Federal Government needs to keep in mind the fact that universities compete globally. Therefore, reform policies must be streamlined to ensure Australias competitive edge is maintained. There appears to be a clear disconnect between the proposed education funding cuts and the need to produce highly skilled graduates, job creation through research and increasing of productivity within the education industry. It is arguable that the government has its priorities misplaced by advocating for business tax cuts while at the same time cutting university funding. While it is agreeable that business tax cuts allow Australia to market itself as a globally competitive economy for investors to set up shop, the same argument can be applied to the universities which are Australias third largest export. But unluckily, there is not enough evidence to prove which of them would be the truth. Therefore, the origin of the metalwork in Southeast Asia is not clear and uncertain. Compare with the Ban Chiang culture, the Dong son culture was appeared later in Southeast Asia. The Dong son was also one of the flourishing cultures during Bronze and Iron Age period in Southeast Asia. In geography, the center of the Dong son culture was located in the Red river valley at the North Vietnam. It was named by the village where the archeologists had found. The Dong son culture was not form independently and it was probably developed from the local Neolithic cultures at Vietnam such as the Dong dau. Different to the Ban Chiang, there was the monarch kingdom (VÃâÃân Lang and Au Lac) appeared in Vietnam. The Dong son people did trade in Southeast Asia and also China and India by sea, it made the Dong son culture was influenced and transformed by the Indian and the Chinese. In 43 AD., the Dong son was occupied and rude by the Han dynasty in China. The characteristic of the Dong son culture was the bronze object with the high level craftsmanship. Till the Dong son period, the people mastered the technology and skill of the bronze making, they used the metals to make many different kind of metal tools. The metallurgy and the bronze making was in a very high level, and they developed their own sophisticated metallurgy techniques based on the special quality of the bamboo and they were able to use the bamboo to fashion a fire-piston that produced the heat required to liquefy metal.à [1]à The Dong son people used the metal tools in their life, especially the bronze. They used the bronze in making the agricultural tools such as the ploughshare, axe, spade, sickles and hoe etc, (few of them were made by iron) it reflected that the agriculture was high developed in Dong son and the ploughshare was the typical agricultural bronze tools in this culture, it showed and proved that the Dong son people had already domesticated and used the water buffalos strength in their agricultural activities. Besides the agricultural tools, many weapons were found in the relics of the Dong son culture. It might reflect that there were wars happened in this region. There were various of weapons were found and it included the arrows, axe, daggers, spears, swords and breastplates etc., different kind of these weapons showed that the military technology of the Dong son people was quite completed. On the other hands, the weapons were rich of decorative patterns, those patterns were vividly and detailed. The weapons were made in many different shape and the patterns was usually animals and human figures, it represented that the metallurgic technology of the Dong son people was very sophisticated and we can also see what the Dong son people looked like from the patterns. Not only metals, the Dong son people also used the potteries as the utensil for their daily life. The jars, pots, basins, vases and jugs with the decorative patterns were found in the Dong son relic. Some of these utensils found in the relic of burial were filled with the jewelry and even the skull, ash, human bones and remains of the dead people. This relic told us that the pottery jar was not just used for utensil, it was also used as the coffin in the funeral. In the relic, the archeologists found abundant of the jewelry. This jewelry was mainly made of bronze and there were other materials such as the gemstones, glass, iron and shells etc. Some of the ankles rings were decorated with the small bell and it would made sound when people move. It represented that not only for the dead people, the people alive were like to have the jewelry for making themselves more attractive. Except for the pottery and jewelry, there were musical instruments found in the relic. It reflected that the spiritual life of the people and the most representative musical instruments was the Dong son bronze drum. The usage of these drums was still uncertain (it might be used for religious, celebrations or regalia) but many evidences prove that the drums were traded as the goods in China and the Southeast Asia. The ship pattern on the drum might showing the trading activity and the star on the center of the tympanum might represent the mandala polity. Many of the patterns on the drums were seems showing the spiritual life of the people and the style of the drums were different in different regions. Some of the drums were huge and it made by the lost wax method, it made the pattern could be in more detail and showing the sophisticated of the metallurgic of the Dong son people. In conclusion, there was difference of the metal work and used between the Dong Son and the Ban Chiang culture. The Ban Chiang appeared earlier than the Dong son and its metal work was simple and mostly for the practical use. The Ban Chiang also used the bimetallic (bronze and iron) in the tools and iron in burial. Different to the Ban Chiang, the metallurgy of Dong son was more sophisticated and they used the lost wax method in the metal works. The skillful technology made the Dong son bronze working became diversification and many of the Dong son relics was in more detail than the Ban Chiang. The Dong son drums showing the trading activity and there was regalia of the Dong son people, it is very different to the Ban Chiang. The answer is probably a policeman, a firefighter, a doctor or a nurse, they have probably never said obese! There is a worldwide problem with the rise of obesity in children; it is time to take control of teaching our children to eat healthy. One way this could be achieved would be to redesign the whole school dinner program, a few governments and some states in the USA are already starting to work on this concern. The obesity problem in children has to be addressed now; so that efforts can be made to combat the ongoing detrimental effects obesity has on their future health. Children need to be educated on the benefits of healthy eating early; this can start in kindergarten by teaching the basic food pyramid. For toddlers it is often difficult to introduce vegetables to their plate, however, now there are squeezable vegetable juices that have masked the flavors by using fruit. Parents can help with the older childââ¬â¢s education on this subject by introducing new foods onto the dinner plate. For example if a child will not eat vegetables in any shape or form, every day at dinnertime try to consistently put a small portion of a new vegetable or one that he knows cooked in a different way on his plate. It is very important to introduce exercise into a childââ¬â¢s daily routine too many children sit around playing video games and do not get enough physical exertion. An hour per day of some type of outdoor exercise, maybe a walk to the park, or a soccer or basketball game, will give a child a chance to burn off some calories. The time spent on sedentary activities should be limited to a set amount each day, try to set a schedule where there is some physical activity before dinner and then an allotted time for video games later in the day. If children are taught about the effects that obesity can have on their future health they might think twice about eating so much ââ¬Ëfast foodââ¬â¢. Children learn by example, and fast food is a huge problem in todayââ¬â¢s busy society; it is quick and for parents that work or have too many commitments it is the easy answer. Obviously, this sort of lesson would have to be taught once the children are capable of understanding the seriousness of the problem. ââ¬Å"During the past 20 years, obesity in the United States has increased exponentially and rates remain high. More than one-third of U.S. adults (35.7%) and approximately 17% (or 12.5 million) of children and adolescents aged 2- 19 years are obese.â⬠(Centers for Disease Control and Prevention, 2012) The global problem with obesity is no different; ââ¬Å"in 2010 more than 40 million children under five were overweight, 65% of the worldââ¬â¢s population, live in countries where overweight and obesity kills more people than underweight. Obesity is preventableâ⬠. (World Health Organization, 2012). One of the major problems that obesity can cause is diabetes type II; diabetes is an illness that results from your bodyââ¬â¢s inability to process insulin which is needed to regulate the blood sugars in the body. Obesity can also lead to problems with high blood pressure which can lead to a stroke and heart problems. It has long been thoughts that strokes and heart problems are often caused by too much sugar and fat intake, most cardiovascular doctors will also recommend a healthy eating plan that is low in both sugars and fats. The food industry needs to take some responsibility for the current problems with obesity that we are seeing today. Most other industries are regulated in one form or another; there must be a way to regulate the people that process our food. The amount of sugars, fats, additives and preservatives in our food today is not helping the situation, surely there should be a way to decrease these amounts and still make our foods tasty, and more wholesome. The Implied Powers of Congress In the United States federal government, the term ââ¬Å"implied powersâ⬠applies to those powers exercised by Congress that are not expressly granted to it by the Constitution but are deemed to be ââ¬Å"necessary and properâ⬠in order to effectively execute those constitutionally granted powers. In a historic example of implied powers, when Congress created the First Bank of the United States in 1791, President George Washington asked Treasury Secretary Alexander Hamilton to defend the action over the objections of Thomas Jefferson, James Madison, and Attorney General Edmund Randolph. In a classic argument for implied powers, Hamilton explained that the sovereign duties of any government implied that that government reserved the right to use whatever powers necessary to carry out those duties. Hamilton further argued that the ââ¬Å"general welfareâ⬠and the ââ¬Å"necessary and properâ⬠clauses of the Constitution gave the document the elasticity sought by its framers. Convinced by Hamilton argument, President Washington signed the banking bill into law. In 1816, Chief Justice John Marshall cited Hamiltonââ¬â¢s 1791 argument for implied powers in the Supreme Courtââ¬â¢s decision in McCulloch v. Maryland upholding a bill passed by Congress creating the Second Bank of the United States. Marshall argued that Congress had the right to establish the bank, as the Constitution grants to Congress certain implied powers beyond those explicitly stated. The ââ¬ËElastic Clauseââ¬â¢ However, Congress draws its often controversial implied power to pass apparently unspecified laws from Article I, Section 8, Clause 18, which grants Congress the power, ââ¬Å"To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.â⬠This so-called ââ¬Å"Necessary and Proper Clauseâ⬠or ââ¬Å"Elastic Clauseâ⬠grants Congress powers, while not specifically listed in the Constitution, are assumed to be necessary to implement the 27 powers named in Article I. bauhaus1000 / Getty Images A few examples of how Congress has exercised its wide-ranging implied powers granted by Article I, Section 8, Clause 18 include: Gun Control Laws: In clearly its most controversial use of implied powers, Congress has been passing laws limiting the sale and possession of firearms since 1927. Should such a ââ¬Å"penny killerâ⬠bill ever pass, Congress will have acted under its broader Article I power to ââ¬Å"coin Moneyâ⬠¦Ã¢â¬ History of the Implied Powers The concept of implied powers in the Constitution is far from new. The Framers knew that the 27 expressed powers listed in Article I, Section 8 would never be adequate to anticipate all of the unforeseeable situations and issues Congress would need to address through the years. They reasoned that in its intended role as the most dominant and important part of theà government, the legislative branch would need the broadest possible lawmaking powers. As a result, the Framers built the ââ¬Å"Necessary and Properâ⬠clause into the Constitution as a safeguard to ensure Congress the lawmaking leeway it was certain to need. Since the determination of what is and is not ââ¬Å"necessary and properâ⬠is totally subjective, the implied powers of Congress have been controversial since the earliest days of the government. The first official acknowledgment of the existence and validity of the implied powers of Congress came in a landmark decision of the Supreme Court in 1819. McCulloch v. Maryland In the McCulloch v. Maryland case, the Supreme Court was asked to rule on the constitutionality of laws passed by Congress establishing federally-regulated national banks. In the courtââ¬â¢s majority opinion, revered Chief Justice John Marshall affirmed the doctrine of ââ¬Å"implied powersâ⬠granting Congress powers not expressly listed in Article I of the Constitution, but ââ¬Å"necessary and properâ⬠to carry out those ââ¬Å"enumeratedâ⬠powers.
